VATparity · Common problems

Manual Tax charges your exempt buyers full VAT — the exemption is on file, and inert.

Downgrade an EU tax region from Shopify Tax to manual rates and the store keeps working: your typed rates are charged faithfully everywhere. What stops working is invisible — customer and B2B tax exemptions no longer do anything at all.

§ 1 · What is actually happening

The typed rate is applied to everyone — including the buyer it shouldn't be.

A manual-rates region charges the rate you typed, per country, to every buyer. That is the whole service. Exemptions are a capability of the engine you downgraded away from — Shopify's own downgrade screen lists "Apply customer and B2B exemptions" under Shopify Tax. We measured the consequence end-to-end, on a store configured the way a new EU store gets manual rates:

Real checkout measurements · August 2026 · manual-rates store, IE → DE unless noted, €100 product
Buyer / product Checkout charged ✓
Regular customer, standard product€19.00✓
Buyer with a reverse-charge exemption on file€19.00✗
Print-books product (typed rate, no category rates)€19.00✓

The ✗ row didn't stop at the summary: the checkout was completed, and the exempt buyer actually paid €119.00. The exemption on the record — the exact configuration that produced €0.00 on every Shopify Tax measurement — changed nothing.

The third row is worth pausing on, because it reads like a bug and isn't: category-based reduced rates are also a Shopify Tax capability. Under manual rates a printed book is charged the typed rate — 19% to Berlin, 23% within Ireland — where Shopify Tax prices Irish printed books at 0% by category. On a manual-rates store, "your book is taxed at the standard rate" is the service working exactly as designed.

§ 2 · Check it yourself

Two facts decide whether this is your store.

  1. Which service runs your EU region?

Settings → Taxes and duties → European Union. If the region was ever downgraded to manual rates, exemptions are not being applied there — regardless of what any customer record says.

  2. Do any of your buyers carry exemptions?

Check your wholesale customers' records and B2B company locations for assigned tax exemptions. Manual rates + exemptions on file = those buyers are being charged full VAT today.

  3. Price one order to be sure

A draft order for an exempt buyer with a cross-border address shows the tax line without ordering anything. Wait for totals to settle; re-check an hour after any settings change before concluding.

The fixes are the honest kind: move the region back to Shopify Tax so exemptions apply, or keep manual rates and handle reverse-charge buyers yourself — outside checkout, deliberately, not by assuming the exemption works.

§ 3 · The continuous version

VATparity knows which claims each tax service can make.

The scan asks your store which tax service each region runs, prices business buyers with and without exemptions through Shopify's own engine, and — on a manual-rates store — reports the inert exemption as one finding that names the mechanism and the remedy, instead of a page of mysterious mismatches. Discrepancies are reported only after a re-check an hour or more later still shows them.
